I received two orders for the same product with the same message from the customer. The accounts are different, but both created in January. The addresses are different states, but the phone number is the same.
I want to cancel, but I don't want it to negatively affect my metrics.

A buyer can use any "ship to" address s/he wants. Just because the "ship to" names/addresses are different doesn't mean it's a different buyer. Check to see whether it's the same (or different) member id(s).
Or maybe you have a hot product that all dropshippers are anxious to get out to their customers!
Just to add to this ...
The buyer may be purchasing as a guest ... their ID would be different (ebay generated) for each purchase.

He/she might have two addresses to ship too. I have three, One in Canada, my brother in California and Washington (20 minutes from me). If the item is not expensive and you got paid I would not worry about it. But your call.

Typical drop-ship message. I just do as they ask and hope they use me to drop-ship more in the future.
I usually send them a quick message with the day it will ship and that I understand their needs.

They may either be gifting the items, or may be using you to "drop ship"

Forgot to add that they just change their account address to the customer's address they want it shipped to.

If it was a drop ship situation, wouldn't the purchasing account be the same?

Oh also worth noting, the night before the first order, another account different from the two who actually ordered, but also created in January, sent a message asking how many I was selling.

I would be good with that.
If it is the $4.75 item with free shipping, you are probably good to go.
