Is it allowed to have two seller accounts? I would rather have two store starter subscription then one Basic store Subscription.

Yes, that's OK.

Non-stores now get 200 free insertions per month, without the category limits on auctions that affect stores. So you might be better-off with two selling accounts and no store.
