sometimes I dont get an option to sendan offer on a watched item

when someone put a watch on one of my listings Id get an option to send an offer

lately this doesnt happen all the time like it used to

sometimes theres the option other times not

is this something new with ebay

Some of the watchers are not eligible to receive offers from you. That's no big deal. Honestly sending special offers for me personally anyways has a very low buy rate especially if the percentage is under 15% off.

They might watch a listing, but don't want to receive offers, so they opt out of receiving them.
