i heard that buyers do a scam where they say a item wasn't delivered when tracking shows it does, but signature confirmation protects you from this. should signature confirmation be used when an item of a value higher than $250 or $750?

On ebay signature confirmation is required for items over $750.
If you are going to use it for less, make sure you give buyers a heads up in your descripyion that an adult will have to be home to sign for it. This can be annoying for people who work or have busy schedules.
If you send something under $750 with tracking and tracking shows delivey to the address on the paypal account, and a buyer opens a case, then upload it, call, and ask that your funds be released.

For payments under $750, signature confirmation does not provide any more protection than tracking showing delivery does. It is a waste of money for seller protection. For payments over $750, SC is required by eBay and PayPal.
You really need to read both eBay and PayPal Seller Protection Policies to get the details straight from the source.

I disagree. I use $500 as my minimum. And it does give me peace of mind that an item will not sit on someone's porch step or in a cluster mailbox where it can become very vulnerable.

SC for anything under $750 does nothing for seller protection via eBay or PayPal. eBay and PayPal don't base their protections on anyone's peace of mind - it is based on straight numbers.
Under $750, tracking showing delivery wins - signature confirmation would not change the outcome one way or the other.

For me it goes beyond covering myself. I am trying to cultivate repeating customers. And if a buyer has something stolen off his porch, he is not going to buy anything else from you ever again.
