I have I have shipped a package to a buyer and it says it has been delivered to its location but the buyer says it's not there and asks for a refund should I be concerned ?

In a nutshell, if the buyer does open a case you just upload the tracking number into the case and then call ebay right away to have the case closed in your favor. It is the buyers responsibility to have a secure location to receive packages.

ebay does not close these INR cases over the phone anymore. If a case is opened, then upload the tracking number when responding to the case. Make sure you respond to the case in a timely manner. It should close automatically in your favor with the delivery confirmation/tracking upladed to the case.
In the interim, be empathetic but firm. Tell your buyer sorry but you have met your oblgation as a seller. I'd ask the buyer to check with his/her family members and post office to see if it hasn't been misplaced. Many times it's magically resolved a couple days after that. Also, ebay often gives courtesy refunds to buyers in cases like this and with lower dollar anounts (about 10-15 dollars or less). The don't advertise this. Tell them to contact ebay and explain the situation and ask for a courtesy refund.
Side Note: If this is a good repeat buyer for YOU then obvioulsy consider givng them the refund.

Take Action if he opens a case Attach the Tracking number and state it was Delivered and call ebay. if you will not take action than you should be concerned
