shipping preference: apply to current listings always errors

in my account,    I have all international locations checked in shipping preferences as i do not want to ship internationally at this time.  

but, whenever I've gone in there to check 'apply to current listings', the page errors with 'something went wrong, try again later'

so, now I have a sale to germany that I didn't want to ship to

am I missing something?

I see Germany in your Excluded locations, it should allow them to bid. I think you can cancel the sale because it is from somewhere you don't ship to.
