An account can climb from "below standard", but the new rating does not take effect until the 1st of the month as far as a sale is concerned.

A number of factors come into this.
Not a lot of sales in a month.
One negative feedback still hanging in there for that year.
Tracking might not be used.
Not mailing on time.
You might want to list like a 100 items every month...not just a few...eBay looks at a lot of stuff.
That defect with not a lot of sales does hurt.
But, you will recover.
Heck, I had to look at a negative feedback for a year even though the buyer made a mistake but 30 days went by and buyer couldn't change it. That negative feedback stared at me for a year.
I am getting hit with promoted high end items right now. Every few days I get into the negative of "available funds" since eBay gets their money first from previous sales. I have to refund a few International Buyers for getting over charged...but waiting for "available funds" to transfer to my account. Refunds come directly immediately out of past "available funds".
It gets better....hang in there dude.

I believe we are relating it to the eBay fee...not to shoppers looking at it.

Negative feedback has absolutely nothing to do with being Below Standard. The ONLY things that lead to being Below Standard are:
1) Out-of-stock cancellations, and
2) Cases closed without seller resolution

@yuzuha... I concur. And for a non-TRS seller (such as the OP) those numbers are a combination of 2% and less than 5.
ETA: There was a recent thread about this... I'll look for it. It cites the numbers I typed.

So a seller having 100 negative feedbacks in a month and no positive feedbacks and sold only one item a month is not "below Standard"...Just curious.

Tracking might not be used.
Canadian and I suppose other international sellers are not held to the same standard on tracking as American sellers, possibly because international tracking is incredibly expensive.
For Canadians like sakic and me, over80% of our sales would be to the USA and the cheapest tracked service offered by Canada Post is over $14. (We do currently have a joint promotion through eBay that temporarily reduces that.)

Nope, because feedback is irrelevant and doesn't factor into anything.
