send an offer to watcher

How to you send an offer to a watcher of an item that is active. The things I have looked at say click on send offer tab. I do not see this option on my item.

You can only do so, if Ebay puts it on your available list to send offers to, which is the "Send Offers - Eligible" button in Seller Hub.  You can only send an offer if it appears there.  The available ones change constantly.
