Are you saying the ID is registered outside the US or the shipping addy provided by e-Bay is?

Are you sure you have their Country blocked?

Matters not where the buyer is registered.

What matters is the "ship to" address provided by eBay.

If it is a U.S. address, you ship......many use a shipping forwarder so they can purchase from you.

If that is the case, it's all well and good. You ship to the U.S. forwarder, and shouldn't care where it goes from there.
