How can I get in touch with a perspective buyer who declined my offer.  They included  a message that they were willing to buy the item if I would lower my offer price to them.  They did not counter offer.  Their minimum offer would have allowed for me to respond in a positive way

Reply to their message and ask them to make a counter offer of $xxx

Are you talking about the random offers you sent to watchers? 

If one countered or replied, do you not have that email still?

Yes it was a random watcher, but it doesn't give the complete email address ad do not know where I can get it

Just lower the price to what you would take for it.
