I have some offers for a item the buyers are all overseas but with US address what concerns should I look for?

Be aware that eBay will charge your an extra 1.65% international fee on sales to buyers registered in other countries. Other than that, shipping to forwarding companies is usually safe. Tracking showing delivery to a US address ends your responsibility as far as INR cases are concerned. And, the buyer is responsible for return shipping to the US on return/refund cases.

Sellers also have to prove that the parcel was actually forwarded from that U.S. address to another location. See Trinton's posts in this thread--long, but worth the read.

I can't possibly prove the agent who accepted delivery forwarded the item on. That's absurd.

That's for a not as described claim. INR's only require proof of delivery to the payment address which would be the US address.

International buyers have been using what is called a shipping forward company. We the seller ship it to a US address, then they ship it international. Yes, if a buyer pays with a foreign bank account you will have an extra charge, even though you are not shipping it out of the country.
I have no problem doing this because they buy a lot from me.
What I don’t understand is why they don’t use the global ebay program. I offer international shipping.
What happens to the buyer when they do this is they lose rights to a claim. The only obligation that you as a seller has is to get it to the US address provided to you. After that it’s out of your hands.
When I get these orders, I ship with signature conformation.
I’ve had two issues, both I won. For me it works, I get a lot more sales and for the most part it goes smooth.

If they simply file a charge back with their credit card you (the Seller) are toast.

This is not as scary as some make it seem. I've had many of these types of sales over the years and the vast majority go off without a hitch.
I have far more problems with seasoned US buyers, often they are sellers too, than I do with my international buyers over the years.
Just make sure you ship with tracking so you can prove delivery to the Freight Forwarder and ship within your stated handling time on the item purchased. You should be just fine.

It depends what kind of chargeback.
NAD = You are correct, toast.
INR = You are covered.

The do it because using a forwarder can be a lot cheaper and more reliable than using any of eBay's International services.

I would say "not safe" and deceptive on eBay's part.
Supposedly a package I sent to one of these forwarding companies got lost and I had to refund the buyer. The original order detail only list the transaction fees as $31.30, but the refund details shows (after pulling down the "show details" tab) shows an International Fee of $3.47 was included ($27.83 + $3.47). I thought it was odd that funds were available immediately for this transactions while others the funds were on hold until the package arrived.
eBay needs to be more transparent with these types of transactions.
