EDIT: This issue seems to be for USPS Flat Rate or at least for me. Must have been a glitch. I revised. Went into shipping. Clicked on charge a flat rate(didn't enter a price) and then clicked on calculated shipping and seemed to fix the issue. Hopefully will not reappear.
I just noticed this over the past couple days. Ebay is offering customers shipping discount even though I opted out. Ebays fees are already ridiculous. I am not looking to lose even more money. Shipping should be $10.60. I guess the work around could be to charge a set rate of $10.60. That would only work if I am using USPS flat rate option. Maybe it is just a visual glitch and customer will be charged full shipping. I guess my next sale will tell me.

It was an anomaly. I was definitely opted out in my shipping preferences for the account. I was revising my listing after I saw the wrong shipping price and there was a heading in bright green saying I was offering the buyer my discount. It never showed up again, but I thought at the time I was going to have to opt out of each listing individually. Luckily it was just a short glitch.

It's in your Shipping Preferences > Shipping Discount Settings
Go there and change the setting.

That is the issue. I have already opted out. Did it weeks ago and doubled checked last night. Visually it says I am opted out. It has to be a glitch. I just revised a listing(via the App). It seems like you have to opt out again or something for each listing. Because when I went to shipping options via the individual listing, it shows I am opted in, which I changed back to opting out. I have checked on my laptop it shows opted out. Bizarre. Good Times. 👍
EDIT : I guess the discount option heading within the shipping section of the listing(while using the App) was an Anomaly since it has never happened again.

Yikes. At least you only have 7 listings up at this time.

You do know that when we look at our own listings the default shipping location is our own zipcode, which is the least expensive zipcode to ship to.

It's on a different account. I don't sell much on this account lately. And I checked this account. Shipping is correct on this account. Maybe they are doing a beta test on my other account? Wouldn't be the first time.

Yes I do, but this is a USPS flat rate bubble envelope. It will always show $10.60 no matter the zip. I also went incognito on Goggle and it showed $8.74 as shipping. And I was logged out of my account at the time.

If there is a difference between what you see from the app and what you see from a desktop/laptop that doesn't surprise me it would not be the first time posters have had issues with the app. One would think that seller account preferences and settings would be the same across the app and desktop but for some reason that does not always appear to be the case.
Did the opt out hold on your account from the app side once you opted out or do you have to do this every time you switch between the desktop and the app?

Yeah, I agree, the App was probably the culprit. Strangely the wrong price for shipping on the flat rate padded envelope was the same whether I looked on the App or the website on my laptop. I will just assume since the sale was set up on the App it was causing issues on the website too. I will close out this discussion since it seems to have stabilized. Thanks.👍

I'm also caught in this glitch. When they first notifiedme, I opted out. When I read this post this morning, I did it again. And sure enough, I just had I sale and the buyer was charged the reduced rate. So the cost of the shipping supplies and ebay fees come out of my profit.
When you say, the seller has to opt out of every listing what do you mean? To go to your settings page and change it every time you make a new listing? What about the 200 I already have up? I'm not sure what to do.

I am having the same issue... I opted out and have sold a couple of items this week that has involuntarily provided discount shipping. This is not a dead issue for me but current even as I listed somethings for sale today! I am contacting an agent in a minute . I also see that Ebay recommended shipping pops up and even when you put weight and size package it still defaults to recommended weight and size
