If the description is accurate and the photos are accurate, I'm not sure that there is much in 'policy' to say that one can't hire someone to produce the description and list them. You, as the account holder, would be responsible for accuracy, any discrepancies, problems, taxes, etc., and as long as you have the stock and it is listed on dot com and the location of the product is accurate, wouldn't it be the same, with all due respect, as ebay hiring off-shore CS, third-party, off-site programmers and 'security', etc.?
As far as how much could the person list for you, I would think that probably would depend on your account limits? I believe that there are quite a few sellers that have 'employees' doing much of the work for them.
I'm pretty sure that there will be someone, along later in the day, who can better field this question.

Hi, I see you are a successful long-time seller on eBay, a top rated seller. Can you clarify the purpose of having a friend overseas involved in your business? Are you saying that he will list items for you: take pictures, write copy, possibly source items, and list them on ebay.com USA site? You will handle the fulfillment of the sale, if i understand correctly. If this is what you want to do, have your friend list your items on your ID, he would not have any restrictions unless your account did. Or are you saying you want him to open another account for you? If that is the case, he might have new seller limits, 10 items or $500 per month.
Right now i am just guessing, until i have a little more info from you about what his purpose is and what it is he would be doing for you. (PS-at the eBay convention that was just held in Las Vegas, it was announced that eBay has put together a new program where a seller's employees have greater access to accounts, to be able to work on listings. Which sounds like what you are thinking about doing. Link below to the announcement.)
