what is the reason that the ebay policy saying , we should only send dried leafs?

government regulations = most countries do not allow the importation of "live" plant materials...there are too many risks= live plant materials can carry insects, pests, disease,etc. There are government regulations that require the proper health certification and paperwork to export "Live" plant materials.

Hi, since you are located out of the United States, you are not eligible to list plant material. Below is the policy governing plants and seeds. In it are links to US government entities that regulate the import of such. It is not allowed because of the threat of bringing in plant-born pests or disease. 

What did you want to list, and where did you get your information that dried leaves were allowed?

I suspect OP sees that there are Sri Lankan sellers listing  leaves, dried and otherwise
