I received an item that was not as described and opened a return request. The seller accepted the return request and I got an email that my shipping label was ready. I opened the request and do not see the option to print out any label. I have contacted the seller twice already with no response. I have called ebay and they said I need to wait. I don't want this case to time out on me. Why did I receive a message saying the shipping label is ready if there is no label? Did they select the option "I provide a return label with the original item" so it sends me that message ?
What happens if I click shipped?

The label should be in the case, just use your computer print function to print it out.
Attach to package, you have 5 days after receipt of label to get it in the mail.
Enter the tracking number into the case.

Don't click shipped.
You haven't shipped it yet.

Ask them to re-send the label - as nothing was in the email you received.

Are you on a phone?
Try accessing it on a computer if you have one.

I am using the computer. I have already asked twice but they did not respond. I opened the email and see this:
Message from seller:
When the item's on the way back, let the seller know. Just mark the item as sent in your return details.
You should receive a refund no later than 6 days after the item's delivered back to the seller.
There is no attachment so I click on "see return details"
Again in the case, there is no "print" function

THAT is a scam. Do NOT mark it sent.
They did not send you a label.
Wait the 5 days and then ask eBay to step in and you'll get a refund AND (most likely) get to keep the item.
BTW, IGNORE seller messages, only eBay messages you should care about. If you're really concerned, call eBay and tell them there is no label to print.
If there is a label, its in the Resolution center and the print button is located there. Only go by what the RC has to say.
