I was duped into purchasing a couple of items from china because the item location in the description said it was located in the usa. I have no idea when these items will be delivered because no tracking number was provided and I am not certain if items arriving from china will be quarantined because of the coronavirus and covid-19. Does eBay allow sellers to lie to buyers about the items location?

It is supposed to be against the rules, however it is apparently not enforced. Big clues are typically, price, US flags all over the listing, proclamations of being a US seller, and long delivery times. There are usually comments in the "feedback" section as well should you care to look.

Sellers can lie about the item location or they could be telling the truth. A lot of sellers registered in China have US warehouses. Or they have a US drop shipper. A tracking number isn't mandatory. I don't believe US Customs or USPS quarantines mail.

No, eBay does not allow sellers to lie about it. Item location misrepresentation is a violation of eBay's policy, see link below. If you encounter a seller who has misled you, then report them to eBay.

To make a report, go to the Report Item link that is located to the far right on the page directly above the description field if you are on a PC. If on the app instead, then go to the purchase history and pull up the listing. Once there, scroll down the page to the Report Item box. Click on that, and a page will appear for you to make the report and submit it electronically.
As for what you can do about your purchase, check the estimated delivery date. If the item does not arrive within the promised time frame, open an Item Not Received claim on eBay. You have 30 days after the expected delivery day to open a case with eBay to get a refund. Or you can open a Not Received claim with PayPal. There you have 180 days from the date of purchase to open a claim.
