I am a top rated seller and checking my seller dashboard I see I have 811 active listings but only 688 listings qualify for the top rated seller discounts
How do I find out which 123 listings do not qualify for the discounts
Quick glance - looks like several of your listings don't offer free returns. If you bulk edit your listings and switch them all over to free returns that might do the trick. Then you don't have to worry about filtering which ones are/aren't eligible.
