A buyer claims to have not received an item that I shipped to him. USPS tracking shows that the item was delivered to him on Feb 1. The buyer filed a return request with eBay for a full refund. If the buyer did not receive the item, how can he return it to me??? The item is insured through USPS Priority Mail.

Unfortunately, an eBay INRRR does not have any option to add photos.
Only an INADRR or a BRRR gives each the buyer and the seller the option to upload photos.

Okay. I added the USPS tracking number and the date it was delivered. I will wait and see how things work out. The item IS fully insured. If I accept the return though, I have to send and pay for a shipping label and that will be another $16.00 plus for the shipping. That $ucks. Again, IF he did not receive it, how is he going to return it, LOL. Thank you everyone. 🙂

Exactly.
If he filed a Not Received dispute, your proof of delivery wins the case for you*.
If he filed a Not As Described dispute, your return shipping label forces him to return (albeit at your expense) or you win the case*.
If he does not use the shipping label, you win the case*. The cost of the unused label is refunded -- eventually.
If he returns the item with the label (or to be generous with his own label) you will be required to refund him.
But.
You have the item back and can investigate why he felt it was Not As Described. Who knows, he might be right!
Once you have it you can relist it, although you may want to adjust the price.
*If you win the case, he cannot leave feedback. And you should not.
He can contact you because there has been a transaction, even if you have added him to your Blocked Buyer List.
You do not have to respond to his Messages.
