Does ebay actually investigate buyers that the seller reports ? I've had a buyer return a item that they damaged and is wanting a full refund. I've reported the buyer and have heard nothing.

Regardless if they do or they don't they will not ever discuss the results with you.
Do not wait to refund the buyer or eBay will do it for you!
A general comment on your question. eBay likely received thousands, tens of thousands, maybe more reports every day. How they respond depends on the nature of the report, the severity and any history associated with the users (both seller and buyer) . Based on those and other factors 1 in 100 might show up on a hotlist for human review, some of those get "investigated".
I think you can safely assume that eBay puts a lot more priority into chasing down actual thieves rather than an issue with a return (although eBay has recently stated that return fraud is a priority).
FYI - One of the few perks of TRS status is the ability to deduct a partial amount (up to 50%) when returns are damaged, missing parts etc.)

Yes they do. Once you report the buyer successfully eBay does in fact send you an email confirming that you reported a buyer. Did you not receive that? eBay however will not specifically let you know of their investigation results, I think doing so may violate privacy agreement terms.
Also understand that eBay will not enforce or penalize a buyer on their first report offense. If your buyer has had only one report against them (yours), eBay won’t do anything to their account yet. Only multiple reports will start to affect a buyer account.
It’s not about making your specific transaction right… it’s about the buyers transactions in the future with other sellers. Your reports are protecting those sellers (the rest of us). Perhaps this buyer did the same thing to another seller before they did this to you. But that previous seller never bothered to report the buyer. So the buyer was free to roam and targeted you now. Could’ve been avoided had the buyer been reported earlier. So bottom line… thanks on behalf of the other sellers for reporting your buyer. I definitely will do the same for you.

No Ebay allows the dishonest buyers that they provide to us to do and say anything they want to. They file false claims and lie about items and ebay gives them a full refund no questions and allows them to do it again and again,It is a horrible thing but that is the way they choose to do business

Yes they do and they monitor buyers who get to many bad reports from sellers. I heard on several occasions ebay tell me they were going to restrict the buyer account. There was one instance where a buyer bid under 5 different accounts over a period of time. Two months later he was opening INR cases from each different account. ebay sided with me and banned him. So its worth reporting each time as they might not take action on one case, but if all sellers report these scammers then they should do something in the end if buyer has enough complaints.

^^This - if you received it back. If you didn't accept the return, do it now. If you did, and you received it back, you need to refund.
If ebay does it for you, it's not healthy for your selling account.

I have the same experience. ebay sides with the fraudulent buyer and ignores proof of wrong doing. It is a sad, sad business practice and I can't wait till something better pops up. I have pictures, proof that my product was switched and they sent back something that was not mine and ebay will not do anything about it.

eBay is not going to "investigate" your claim to see if it is has merit or not. But eBay probably does track the volume of complaints against a buyer and may take action on that.
If eBay does take action against a buyer, they are not going to explain that action to you.

Let me tell you about our experience reporting a thieving buyer...
Started with them ripping us off and ebay siding with them to our amazement - We couldnt stand for that, so we decided to make sure as many reports were filed against this buyer as possible to get them booted off the site - Silly us for thinking a buyer, even a blatantly criminal one, could get booted - What we found was a years worth of false positive feedback from sellers complaining about the same type of theft we experienced. After reaching out to sellers to ask them to file reports, we found there were AT LEAST 10 who had already reported this buyer and another 5 or 6 who said they were going to after our contact...Guess what ...Fast forward 4 or 5 months down the road and there they were, still buying and ripping people off with impunity...For all we know they are still at it...
Thats our experience, which oddly enough seems to depict the exact opposite of the caring and concerned company that you describe in your posting...
