i don't understand the different sections here on the boards. some of the topics allow for replies, while others just allow comments. why/how is there a difference? thanks!

There are entire boards of topics that have been "Archived" by the Community operators. You can read, but not reply to, archived topics.
The Community moderators sometimes "lock" topics they wish would go away, topics that are "too old" but have re-appeared because someone made a new post to it, or because all out warfare has erupted on the topic. You can read, but not reply to, locked topics.
There is also the Member to Member Board. You are likely seeing those topics on the Community Home Page. You can read, but not reply to, Member to Member Board topics. Only certain favored users who have been granted special permission are allowed to reply to Member to Member topics.

You might be referring to the member to member board where ebay has picked (?) specific ebayers to answer questions. I've never been able to leave a reply or a comment on that board.

Good question about the community hierarchy!
If there is no "reply" button underneath amy post, you cannot reply.
Locked threads are identified by the lock icon.

You can post on any of the "Selling & Buying" boards. Your post doesn't have to adhere to the organization of the community. If you "subscribe" to a thread (go here, click "Options" in the top right corner, and scroll down to select "Subcribe", you will get an email notice when someone responds. You can unsubscribe once the thread has served its usefulness to you.
