When the buyer opened an Item Not Received case did the online viewable tracking show "Delivered" to the buyers zip code?
If not, that is why you lost.
If it did show Delivered, you needed to enter the tracking number into the case to prove the item was delivered.
A seller with online viewable tracking that has a "Delivered" Scan will always win an INR case, as long as that tracking number was already on the transaction. (You can't enter it on the order after the fact)
If the tracking was available before the INR was opened and it showed delivered before the INR closed, you can appeal the decision.

The Fall 2018 update added the requirement that the tracking number must already be attached to the order before INR is opened in order to have seller protection.

Did you have tracking showing delivery? If so, you needed to have entered that into the case, and then called CS to close the case in your favor.
You have to have tracking that shows delivery to win this type of case.

OP is in China... does tracking still work the same?

HI, Octane. I looked at OP previous sales. Appears to me also to be China. Great catch, although what I read in the profile nothing stated China per se. Probably that warehousing in CA.

There are trackable services from China to the U.S. ... but tracking may not update to other countries ... The same as USPS. Some destination countries' postal services just don't track at all.
So, it depends on the method the OP used to ship and the destination country of the buyer.

Or maybe drop-shipping from China?

That does appear to be the case, here.
OP is registered in the United States but his/her Item locations are in Hong Kong and mainland China.
If their supplier(s) aren't using a tracked service or if the OP is not uploading the tracking given to them by the supplier, then they can't prove Delivery for INR.
Or, if the supplier ships late (or changes the Shipping Method to something slower than advertised) then they are missing the Estimated Delivery and will lose INR, even with tracking.

If you have proof of delivery with tracking, demand that ebay give you back your money. You did your part as the seller and delivered if tracking states so.

You should add the tracking, if not buyer wins.

This is so ebay.
I looked at OP's items earlier... all of which are ended, OP has no active items. I clicked on the AlfaWise memory cards which ended on March 29.
I just received a notice from ebay that this listing is no longer available.
Thank you so much ebay, for staying on top of what's really important.
