I sent a package tu buyer and he sent me invoice look like from PayPAl and was saying that money is on the way as soon I provide the tracking number what i did 

it looks like mail was fake ...

the guy was writing to me to pay $300 more to make upgrade on my account ...

the package was delivered 

no payment

It's a scam. You got a fake PayPal "invoice" and gave away your item plus cash.

You should never go outside eBay with text messages, share your PayPal email address, or send a payment request for a "purchase" via PayPal.

That's unfortunate. You were scammed. Since you have the address where the item was delivered, and if it's a USA address, you should file police reports with your local PD and the PD at the buyer's location. Also file with USPS Postal Inspectors.

It's extremely likely that you will recover the item or the money.

So, you're a member since 2003, and when did you started selling on eBay??? You have plenty of selling FB's and YOU DID NOT KNOW??? I guess you never received the memo about the invoice from PayPal scam? Did you try to save the eBay fees and went outside of eBay transaction?  It might of been safer 10 years ago, but TODAYS eBay is a target rich environment for SCAMMERS. NOT to rub it in, but.... just YELL OUT:

You sent a packaged before it was paid for?  Do we have to tell you that is not how it works?  You don't ship based on a email you received. You ship when ebay says to ship.  Learn from your mistake. Be more careful next time.

Oh No! This happens all the time! I have had several scammers try this on me. Just remember if it sounds too good to be true, it probably is! You will never see that money, Just look at it as a lesson learned.

you need to pay attention to seller hub........ebay lets you know when its OK to ship

ebay shipping will also let you konw that the item has not been paid for if you go to ship

Always check for payment in your seller account prior to shipping item out

if it is there ship if it is not don't

Well, at least you have a write off for the COGS when you file your taxes.   Never mail or ship an item until the ebay software tells you to.   That's the most basic ebay 101 rule to follow.

Not just that, but if it hasn't been paid, it won't even let you print out a label (a new improvement of theirs).

I just double checked, no option to print a label on unpaid orders.

These scammers are in another Country using reshippers.  They figure if they fooled you once they will try again with gift cards.  Happens every day, you are not alone but not much you can do.
