The United States is in a war by proxy with Russia. Why does Ebay allow buying and selling with the country ? It should be prohibited.

Actually the United States is NOT at war with Russia (a "war of words" doesn't really count). And I personally am definitely not at war with Russia nor any specific Russian citizen.
Why should we be punished for the folder-all of the pig heads of the world.

To the best of my knowledge eBay has modified every sellers, at least those on the US domain, to exclude the Russian Federation and the Ukraine as shipping destinations. However, this may not stop Russian buyers from utilizing FF's either in the US or in China to route their purchases through. With FF'ers eBay is checking the shipping address of the buyer, which of course shows as US, not the registered address and it is a loophole that I believe Russian buyers can exploit.
As far as the financial piece I am not sure of the complexities associated with that as far as the Russian buyers being able to pay for their purchases given all the sanctions a lot of the financial institutions have imposed.
As for the Russian sellers it's bit of a similar situation. While you may not be able to buy directly from a Russian seller where the items are located in Russia I don't believe there is anything stopping the Russian sellers from setting up a warehouse facility in the US and selling in that manner. Again items could flow into the US through China or other FF operations. Also not sure how the financial aspects of that would work unless maybe they have setup a US or other bank account to receive the payouts.

Find me a listing on .com that allows shipping to Russia, then find me a listing from a Russian based seller.
eBay has blocked all transactions involving Russia since March 2022.

Cuba and North Korea have longstanding embargos.
I can't even sell pre-revolutionary Cuban stamps here on eBay. Ditto Iran/Persia.
The block on Ukraine is more likely because dealing with any country under attack and in a hot war is going to make commerce difficult.

I believe they are temporarily suspended from selling here on Ebay. Both Russia and the Ukraine. Hope that makes you feel better.

I think the non-embargoed countries are on the list because delivery to those countries is currently very sketchy at best (Covid leftovers).
One thing that is odd is that the restricted country list is not consistent, The list on eBay.ca is somewhat different, same goes for other eBay sites.

I think the Russian people should be able to buy and sell here.
A majority of them don't support the war.
Vladimir Putin himself should definitely be banned.

Embargoed or non-embargoed, the real victims are the people, most countries know how to work around embargos. hmmm, let me think of one embargo that worked, Iran? Cuba? Afghanistan? Crimea? Belarus? Libia? what about the ones that didn't work?
