Hi, I've recently wanted to create an eBay seller's account but the site is extremely unhelpful regarding what I need to do in order to complete it.
For context, I've used my buyer account since 2014 and have an active PayPal account linked to it. I was reading that since PayPal support was dropped for new accounts I would need to use a Payoneer account in order to receive payments (which I have)
However, no matter where I click or what I do, I'm in an endless loop of seeing the " Please Create a Seller's Account", then moved to the Seller's home page, encouraged to make the listing to have the same loop over and over again.
I really don't want to create a brand new account as I want to use my buyer reviews as proof of legitimacy and new accounts with 0 reviews are usually burried in search results and nobody trusts them.
Is there any way around it or are eBay's policies so archaic that I'm just SOOL?

You should be able to start selling on your current account, but eBay no longer uses Paypal for sellers to receive funds, they now have managed payments and you will need to provide a checking account and your full SSN.

The OP is in Nicaragua.
You have a national site.
Open your new selling account there. You may want to transfer this dotCOM buying account there, but basically it would be for the feedback so don't get tangled up with that.
With a Nicaragua based account you can list on any eBay site in the world.
In addition to dotCOM (USA) consider selling on eBay Spain and other Spanish speaking sites.
You can also with some attention post your Titles and Descriptions bilingually on any site.

I buy and sell with one account. No need to make a new one, just put up a listing and start selling.

@reallynicestamps if you click on that link it takes you to the .com site so I don’t think there is a dedicated Nicaraguan site.
@tsukimaru Most of us here are registered in North America so our process is different but hopefully someone here will be familiar with how to set up a seller account with a Payoneer account.

There is no more Paypal for sellers. Sellers now must have managed payments via eBay. You need to attach a bank account to your account to be paid. If you haven't sold in a while and you sell something, your payment can be held for up to 30 days to insure that the transaction between you & the buyer was positive. It's not the same eBay anymore. Things change.

Yes, I'm aware. I do have a working payoneer, thing is that I cannot for the life of me find where I set up the Verified Payment for ebay. I've looked everywhere and I just can't find it.

You could try posting the questions on one of the sites that take payoneer and the folks there might be able to guide you.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
Make sure they are clear that you are NOT in the USA and ask if they have someone who specializes in South American accounts.
Most of the Chat reps are in the USA, so they may be vague on that point.

The export.ebay.com website is setup to help export sellers on eBay (those who are mostly selling to buyers in other countries). This website should help you to set up your selling account.

See Step 6. You have to create your first listing for an item for sale, and when you submit it, it will save the listing as a draft and then take you to the page to sync your Payoneer account.
Note that your Payoneer account and eBay account have to match exactly. Both have to be either personal or business, and your name and address have to be spelled exactly the same. From other seller's reports, it may take a couple of weeks before eBay approves your account and allows you to start selling. Then you can submit your listing from the draft you saved.
