Gotta hate it when you wake up on Monday and get a "I would like to cancel this order please'".
Not much of a 'regards' or 'thank you' or even a name.
This guy buys on a Sunday and I mark it 'mailed' on Monday morning and then later emails me he wants to cancel it.
There's no tracking...not a big ticket item. A loss of money...lucky not a whole lot.
He got blocked of course immediately.
A few questions relating to 'feedback'.
I assume he can leave feedback...I haven't cancel it yet or even responded to guy.
He didn't formally ask for a cancel...it was in an email.
If I wait 4 days and cancel(refund) this guy can still leave feedback?
I have Tuesday payouts and prefer to wait until Wednesday.
And should he formally send a cancel notice through the item?
And it was promoted...and do I lose the 'promoted' fee?

He didn't formally ask for a cancel...it was in an email.
A formal notice can only be sent within the first hour after purchase. eBay suggest that if you miss the hour your next step is to contact the buyer.
If you really did ship it on Monday you tell them it's too late to cancel, if you didn't ship it when you got the message they just cancel, get your fees back and try to remove and reuse the stamp (as a stamps guy I'm sure you know how to do the steaming thing).
If the buyer has paid they can leave feedback, they would only be blocked if you cancelled for non-payment.
You will lose your PL fee but if it's a cheap item how much could that be.
I'll take a cancellation over a return any day!

No. If you cancel the eBay transaction as buyer requested the ad fee will be credited, along with your final value fees.

Buyer can only request a cancellation through eBay's system for 1 hour post sale. After that hour their only option is to send an eBay message.

Yes, doesn't matter when you cancel, they can still leave feedback. The only cancellation reason that blocks feedback is cancelling for non-payment and that's not possible here since the buyer paid.

That means his messages are also blocked. You can send him messages, but he cannot send you messages. On his end it will appear his messages go through, but eBay will not pass those messages to you, and buyer will think they are being ignored.

It's not uncommon to get cancellation requests after an item ships. I usually tell my buyers it's too late to cancel because I already shipped, but they're welcome to refuse the package and I'll refund when tracking confirms a "return to sender" was processed and the package is on its way back to me.
You didn't use tracking, but you could follow a similar process if you want - cancel/refund once the item is returned.
Another option: buyer could file a formal return request upon receipt of the item with the reason 'changed my mind'.
Of course you can cancel and refund without requiring a return if you prefer; you said it's a small $ amount.

It has been mailed. And I will refund eventually.
It's the feedback I am facing. No way around it I guess. Even giving a refund a seller can give a nasty feedback remark.
I thought if I waited 4 days he couldn't leave a feedback. Well, that plan failed.

If he's paid, I don't see how the 4 days plays out... I thought the 4 days to cancel was if they DIDN'T pay, and then you cancelled. Also as far as I know, they can only not leave feedback if they DON'T pay. Since he's paid and you shipped, you have a transaction he can leave feedback for. I'm reading messages from people who are cancelling at buyer's request, and the buyer is leaving negatives that aren't removable.
I'm not sure how I'd feel about cancelling a shipped item... even if you didn't drop it in the mail, you already licked the stamps and put them on the envelope.

PL fee is reversed when the buyer is refunded. I had a lost item I refunded on Sunday and eBay gave me back my PL fee.
