"Buyer Hasnt paid"

So I have a ps vita listed and someone ordered it. When I go on ebay it just says "buyer hasnt paid yet..."  but on Paypal it says that the payment has been recieved and that Ebay is holding the payment.

I saw a forum post saying that ebay does this to new sellers where you have to wait 21 days for the payment after shipping, but I need the money in order to pay for said shipping. 

I did go in to try and print the label but Ebay once again said that the buyer hasnt paid yet and recomended that i dont ship the item. 

What do I do, I've been on hold with them for 30 minutes and have been talking back and forth with the customer for 2 days.

On the Pay Pal transaction, does it say the payment is complete and ready to ship, or is it pending?

If it's pending, buyer could have used an echeck and they take a few days to clear, if they do.

If Ebay is holding the payment, you should be able to use enough to pay for the shipping.

I don't know how it is now, but there used to be a place to check on the shipping screen to use part of the payment for shipping.

Don't ship until Pay Pal says the payment is complete and it's OK to ship.

I spoke with an Ebay rep and I think the issue was just that i didnt link my paypal with ebay. I only did it vice versa. But I'm still waiting an hour
