"Automatically relist item up to 8 times" which had no listing fees

I as told by ebay that in place of the Automatically relist item up to  8 times free you can go to Assign automation rule and automatically relist until it sells.  Is this option also free with no insertion fees?

The check box on the listing form says, "Automatically relist this item up to 8 times if it doesn't sell. No insertion or optional listing upgrade fees for each relist."  The option only shows up if you select auction format.
