it's a mistake? always when I put things to sell the promoted listed is 99 cents or 2 dollars and coins
$9.99 from promoted listed to sell a camera at 39.99 auction
is it a computer error or is it so?

We need more details. Where is the $9.99 coming from? Is it a promotional fee or a listing fee?

It is not a mistake and not a computer error.
It is a seller creating a listing and not paying attention.
It looks like your most recent listings includes listing upgrades that cost money.
Your transaction detail should show you exactly what those fees were for. Did you use gallery plus? Promoted listings? A reserve price?

Promotions are a percentage of the Sale Price.
If you are selling for $40 and $10 is the 'promotional fee' you paid; then you have Promotions set at 25%

As a seller, you need to understand all of eBay's fees. This was no mistake. You intentionally gave eBay the $9.99 "for access to sponsored ads". With eBays current sponsored ads fee structure, buyers can offer eBay up to 100% of the sale (Item Cost+Shipping Cost+Tax), which means. At 100% Ad Rate, eBay would keep all the money from the sale, and you would still need to give eBay an amount equal to Shipping and Tax paid by the customer plus the eBay Fee on the total sale amount.

There are three types of Promoted Listings

I think he meant "Promoted Listings Express" which is fixed fees for promoting auction listings.
