problem with cancelling a sale

I had a stereo receiver listed as pickup only.

someone over 1000 miles away purchased it but did not pay.

I contacted the buyer and asked when they would the pick up the unit.

a few days later I still never heard from the buyer so I did a cancellation with reason that there was a problem with the buyers address( 1000 miles away, pickup only, no response)

that was several days ago, still no message from the buyer and no payment

so why is eBay telling me the buyer has 10 days to approve the cancellation?

why do I have to wait so long before it is safe to relist it? I contacted ebay and they told me they were sorry but could not help.

Sell similar?  If you're willing to take the risk.
