I've got an odd situation that I could use some advice regarding. So I listed an expensive sought-after rare collectable card from a trading card game series. I've owned the card for 15 years and I know it to be real. Upon the end of auction of over $110, the winning bidder refuses to pay stating (without any evidence) "I wish to cancel the transaction because I believe you are selling fakes." I have 100% positive feeback and there is no reason to insinuate that I'm selling counterfeit items at all after having sold much of my collection (a variety of different cards) on here in recent years. I really want to clear my name by having this item authenicated professionally to prove what I know to be true, but the other part of me wants to no part of doing business with this individual who lies freely with no basis. Should I have the item appraised and increase his invoice for that cost to clear my name, or cancel the transaction entirely, or just sell to the next bidder as a 2nd chance offer? I wish I could leave him negative feedback without fear of retalliation.

The seller has to do that. The buyer can only request cancellation within one hour after the listing ends.
The seller can cancel without needing the buyer's approval, so they can relist immediately. You're not stuck for ten days.

I did cancel a transaction at the buyers request once. It needed their approval. Regrettably, they ignored eBays messages and it was stuck in "awaiting customers response" for ten days. Maybe the difference was they had actually paid. I issued the refund before cancelling, but maybe the payment caused the listing to go on hold.

How does a seller check feedback left by buyers/bidders for other sellers?

Click on the buyer's name, then click on their feedback number next to it. You should see a list of feedback responses given to them by others. There is a tab next to that that says "Feedback Left for Others". This shows what they (the buyer) wrote about other sellers.
Usually, if the buyer is a problem case, this is where you will see it.
