if you start an item at $1 and the market drives the price up how can they end the item for price gouging since you started it below cost ?

It's because eBay believes you have the intention of letting the auction keep on going up until it reaches "price gouging worthy" prices. For example, if I start an auction for masks at $1 and they all the way up to $16,000, that's extremely high. If a seller were to list those same masks as a "Buy It Now" for $16,000, eBay would take it down for price gouging.

Price gouging laws are based on the actual money that changes hands for the product. That is, your final auction price. It doesn't matter how it got to that price, the fact is that you are selling it for the final bid price. Not the auction start price.

Seems to be quite a few sellers trying to work around the prohibitions on gouging by using auctions. Well researched pricing on hard to find commodities needed to alleviate fear makes those auctions a slam dunk for gouging. Those actions should be banned and sellers attempting that sort of chicanery should be sanctioned.

I'm unsure as to why so many sellers have difficulty with this. Why so many sellers are more than willing to take advantage of peoples fears. Some compassion and empathy would go a long way here instead of a willingness to take advantage of others.
Ebay has BANNED certain items. If you feel the need to try and figure a way around that ban, you are only risking sanctions against your selling account.
I don't understand why so many sellers are upset they can't sell these products. There are so many other things to be concerned with that are more important.

Because it is an attempt by the seller to get as much as the buyer is willing to spend. If they weren't price gouging, it would be a fair "buy now" price, not an auction. I hope that makes sense to you.
