Losing my top rated seller status so I looked at my dashboard. Tracking - 4 items were not uploaded since they were first class letter, not package. Small dollar items not worth the extra money to ship priority nor insure. Uploaded late 0. Uploaded on time but no carrier scan 6. I can't help it if the carrier forgot to scan. "For this requirement, we look at your transactions during the past 3 months. To be a Top Rated Seller, 95.00% of your transactions must have tracking uploaded within your stated handling time, in addition to receiving a carrier scan." Seems to me I am being punished trying to give 4 customers the best rate on shipping and the post office workers failed to scan 6 of my packages. What a joke.

I ship all of my items first class package in a small box or 6x9 envelope. The customer pays the lowest possible rate for shipping. This way I have the tracking uploaded and most importantly, have proof the package has been delivered.
By not tracking your packages you are opening yourself up to buyer fraud. No way I would do that.

I make sure my packages get scanned and get a receipt.

If you're going to sell untracked (which is fine) and are concerned with TRS, you need to start a second account. I have a white envelope account, everything ships in a plain envelope with a stamp or two. Works well for me.

There are millions of sellers with Above Standard rating who are doing just fine. TRS is a "reward", not achieving it is NOT "punishment" it's a failure to receive a reward.
As far as the items you sent with tracking that were not scanned, if it's important to you then you have to ensure that you do get a scan. It's not that hard, 99.9% of my shipments get an Acceptance scan and I do almost nothing to get them. If your carrier isn't scanning them you need to speak to them, it would also help if you used a SCAN Form so the carrier only has to scan a single piece of paper instead of every individual package.

I never said I was selling dollar items. So if I sell something for 6.00 and first class envelope shipping is going to cost me around 1.50 I can still make a small profit after fees. If I bump the item to first class package at around 3.50 there goes any profit. Again, some items are low dollar and not worth the extra money. Customers are always complaining about shipping fees. I have no control over the post office. Have shipped at least 2000 to 2500 items between 2 accounts and never had anyone say it was lost or didn't receive it. Except for one ornery woman from Alaska who would still not pay for her item when it finally arrived after it got lost somewhere temporarily and I refunded her. Ebay wouldn't do anything to make her pay. She got the item free. I quit shipping to Alaska. Less headaches and few sales went to that state anyways. How does one make sure their package is scanned. Do I follow the postal worker to the back of the post office? I always get a receipt as well.

I've been wondering this as well. I don't even know what is meant by having them "scanned". I have a couple post offices that I go to where the clerk will scan the package at the counter and print out a receipt showing that they took possesion of the items, but many times, the tracking doesn't update until later that night or the next day. I also have a couple other post offices that I go to that don't have any kind of scanner at the counter and no way of printing out a receipt for me like the others do. One of those post offices happens to be the only one within 40 miles of me that is open on Saturday.
