You cannot call them.   You have to go to HELP (select problem) and then go to bottom of page and REQUEST CALLBACK (enter your phone number).

If you have a problem, oftentimes you are better off asking HERE.  You will get faster and more accurate advice than if you got to talk/chat/email the eBay CS they have available now.  Unfortunately, it is well known that the ebay CS can be kind, considerate, and totally sympathetic to your problem, and subsequently "throw you under the bus" in a heartbeat five minutes after your communication has ended. 

I.e. Nobody is going to "call you back in 24-48" hours, nor will your problem go away.  Just sayin'.
