We print our label here at eBay and did not have any issues. We also just now signed into paypal and every looks correct there.
Have you checked to see if you have any requests or cases actively opened? This would put those funds on hold so they would not be available to use.
This is probably something you need to resolve with them. A phone call is in order.
Good Luck Selling!

it is a paypal issue. I used another shipping company and it took funds for shipping out of my paypal no problem. Thanks for your reply 🙂

If you are shipping UPS, it may be a lot cheaper to ship through UPS's website with your own UPS account.
In the past, shipping UPS through Paypal was the same price as shipping directly through UPS. Last month, PayPal became much more expensive....I priced a 44lb package and through PayPal it was ~$51 while through UPS it was ~$41.
That's a big difference.

You have to be careful shipping with UPS. We took a package to UPS and had them way it and measure it right there at their facility and we were charged 350.00 so we used our card and paid. 2 days later UPS tried to charge 1000.00 on our credit card saying it weighed more. The package was weighed at their facility and it weighed 84 lbs and UPS tried to claim it was 150 lbs. We even had the receipt from ups showing weight and measurements. Our credit card company removed the charges as they even agreed it was fraud on UPS part. THey do this alot if you use a bank card or credit card and have quite a few law suits against them for taking money out of peoples accounts. So if anybody does ship UPS I would advise them to pay in cash. I will never ever ship with UPS again after they tried to rip us off!
