Buyer started a return. All he wants is a partial refund. I'm afraid of hitting refund as it will give him the whole refund.

No. When you go to that page it gives you the option on amount, postage, etc.

You can enter the amount you wish and it will have you confirm the amount prior to issuing the refund.  You will be fine.  Good luck!
