Why ebay accept open request(not received items ).
I have over 10 items open requests now because Japan post shipping is delayed to US according flights of airplane is very reduced by coronavirus.
now is not normal circunstances.
I think ebay should stopped to accept open request.
Japan seller is very troubled and damaged.
I am not going to continue ebay store.
And Paypal is not return fee at refunded to buyer.
Japan seller can not send items to US now.
But US buyer bid buy it now and immediately payment.
I must refund payment to buyer.
I lost 4% fee each refunded case.
This is very very damaged.
Thank you.

I don't understand what you mean..........if shipments to the US are being held because of the virus and the seller is having a hard time.......then the seller should exclude the US as a country he ships to..... What is it you want Ebay to do?

And after all this, you still have 1400 items listed that are available for purchase by USA buyers ...

Hello,
of course I wrote "Japan post stopped Air mail, SAL mail, EMS to 196 countries(included US)"on ebay store description.
But it is difficult to exclude US buyer all each items.
Thank you.

I agree with the other poster. For items that already sold before Japan announced no air cargo to the USA that's one thing, but once you knew you should have ceased selling to the USA until such time as you CAN ship to the USA (other than seamail)
Japanese sellers have to list on a non-Japan eBay site because there is no real eBay site in Japan. If they list on .com you can't exclude the USA.
In another thread I suggested the OP could list on a different eBay site (.ca, .au etc) then they could block the USA.
The problem with that is there is no way to easily transfer listings from .com to another eBay site, it's a lot of manual work just dealing with the currency differences not to mention the category structures and item specifics may need to be redone.
