why does some posting fail to notify the seller of offers?

One thing to be aware of is that expired offers can be offers YOU sent out to the buyer.

If you tend to send out discounts to watchers, those will show up as expired offers.

Either the seller is not monitoring his emails or eBay added the Best Offer to his listings without his knowledge, or he doesn't like your offer. Sellers are not required to respond to offers or messages.

And, it's a weekend.

IDK, but i have run into the same issue.  Not receiving offers via my phone app or via my overview screen.  The only way i saw i had any offers was scrolling down thru my listings on my laptop and seeing there had been a offer made, a lot of  times, too late.  Theoretically, as much as im in my app, i'm going to see a offer has been made, but i was  receiving  nothing.  It has to be a glitch.  If you are not thru your listings you're missing them. i have just been double checking everything in the morning when im going thru my PM sales and repoprts.

Yes, your statement is true... expired offers can be offers sent from the seller to the buyer.

But I don't think that is what @injurytoone or @kayhaas75 are talking about. 

 

I understand what they are saying and I've had the same problem for a long time now.

Every now and then I'll have a notice in the "Tasks" area in my Seller Hub that says

"Respond to Offers" (sometimes these will also be in Messages, and other times not!).

But on several occasions I've heard from potential buyers saying they sent me an offer

on an item ...  and I never received any notice of it. Often I find it expired.

Additionally, there are times when buyers say they sent an offer, and it doesn't show up at all. 

If I go to the listing and "review all offers", it's not there -- as if it didn't work at all.

Yes! Same here.  I’m losing out on sales bc I’m not getting offer notifications.
