Yes time of the month. When the boobs swell and shirts do not fit. You did not have 1 size up clothes for that time? So the sizes shown may be correct but for 5 days your body is not.
Most women are aware when their bodies are 1 size up and make allowances for that.
This buyer had the garment for at least 2 weeks, so I don't think PMS or MS is likely the problem. Let's speculate. Maybe they've started a round of prednisone. That'll puff you up bigly.
Are you thinking that a seller should start asking a buyer who wants to return something that's too tight whether it's their time of the month and suggest that they give it a few days and try on again? That should be a winning customer service strategy.
not

Just a general comment here, I have never had clothes a size larger for TTOTM. I had no idea this was a thing. The things I learn. Of course it's been years (had a hysterectomy when I was 19) so maybe nowadays I would need some sized up clothes.

1) No. You can open a case after 96 hours (less if you are in the USA) and close it 96 hours later. Ignore her request. Close, get your fees back, relist, Block her.
2) Ignore her until she gets in touch again. Then "I'm sorry you are unhappy with your purchase. The measurements were in the Description. You can return the shirt for a full refund."
If she continues to make demands "I'm sorry you are unhappy with your purchase. The measurements were in the Description. You can return the shirt for a full refund."
If she opens a Not As Described Dispute, send her return postage. When you get the shirt back, refund, block her and relist.

Thanks!
I'd advise against telling the buyer that the measurements were in the description.
Because they weren't.
Not that I think their absence matters, for reasons I've explained. But I definitely wouldn't claim that they were there.
