I tried the "fraud" line (866-961-9253) twice and each time it asked for a case number, then said transfering, and the transfer was to a dead line. it is amazing Ebay is making so much money but no live bodies to help. I could not find a chat link anywhere either.
I made the mistake of refunding someone (who claimed not as advertised even though i said as is and said it was not booting in the description) BEFORE the item was shipped back to me. I opened a case saying it was not received, but now the case was closed for some reason.

Calling eBay will not change the outcome of your mistake. Send the buyer a return shipping label and hope they send your product back. Can you please share with us how you were able to open a "Not received" case, as far as I know this would be an eBay first.

Well eBay blames covid for such.

You refunded voluntarily.
You are out the money and the item.

EBAY Money Back Guarantee allows customers to claim "not as described" and you are forced to give full refund (customers are NOT required to prove their claims). Fraud Dept. will not help you with this.
When you refund customer's money (case will close) and customer is not required to return item. Only thing you can do is ask customer to return item and offer to pay return shipping.

If you refunded the buyer before the item was returned, calling Ebay will do no good.
If the buyer won't ship it back, there's nothing you can do now.

well this sucks because the item was a surface pro that wont boot. a working one was going for $400+ and I sold it for $100. Ebay really sucks because when you receive the statement, there is no option to email back if there is a mistake. no phone numbers to call (and they keep changing). you cannot imagine this is a billions + company with 0 service!

Those aren't eBay numbers. They are scammers pretending to be eBay.
Go to Help and Contact and follow the links to get a call back from eBay. You cannot call eBay anymore, they have to call you back.

Everyone is right that there's nothing you can do now. I just thought I'd point out that the numbers you called weren't eBay numbers.
