Why does ebay allow people with known cases of nonpayment to continue to buy on ebay. This one buyer has bought from me three times and all three times i had to open unpaid item case. She cancelled one and paid for one a week later and now im having the same problem only this time she won 17 auctions and outbid people for some. I have open a block buyer on her because i finally figured out how to do it. But my question is WHY?

eBay provides a buyer block that blocks anyone with two or more UIDs in the last year. Are you using that block?

eBay also offers sellers a blocked bidder list. If you keep having payment problems with the same buyer then add their ID to your blocked bidder list.

Yes, in theory, that's true, however, buyers just have to call eBay and can get those restrictions lifted in a heartbeat. I just had a "buyer" who never paid so I opened up an NPB and closed out the case. This buyer was not only able to have the NBP strike removed by calling eBay, but she opened an "item not received" case with the comment "I just realized I won this item, how can I pay?" To top all this, eBay refuses to close out the case even though they can very clearly see that the buyer never paid. On eBay buyers are NEVER wrong it doesn't matter what they do.

That's by design- the CS reps don't have the ability to escalate and close out the case because MBG protections don't apply when the buyer hasn't paid. eBay says buyers can still open the request as a form of communication but that the INR will not count against your seller performance. It will time out in 21 days (I think).

There wouldn’t be an eBay without buyers either. Both are critical.

Realistically buyers are protected by contract law and their credit cards. eBay doesn’t have a lot of choice for one-off problems. They should do better at permanently removing scammers though.

Why what? You state she bought three times from you and did not pay.  If you had opened unpaid item cases on just two of those, and had your blocks set correctly, she would have been unable to buy and not pay the third time.

eBay gives you the tools to handle this situation.  However, eBay has no way to force you to use them.

I am glad you finally figured out what to do.

i opened unpaid item case in all three instances the first she canceled the transaction after i opened the case the second she paid and this go around she one 18 different  auctions outbidding on two of them. Now she wont answer comms and hasnt paid for any of the 18 items and i have a upi case in place. After this go around i will put a block on the buyer. This makes the thrid time she has done this to me. This will not happen again!!!!!!!!!!!!!!!!!!!!

A "Buyer" made an Offer on one of my items: 40% off - I accepted.

"Buyer" never paid & I filed/closed an Unpaid Item... Go figure...

that happens all too often. Anymore, if I get an offer, I always check their FB score. If its ten or less..I do not accept. Because I know they wont pay
