i shipped the item with tracking that shows it was delivered. to my understanding this means the feedback would be eligible for removal...is this correct? 2nd (assuming that it does qualify for removal) how would i go about appealing the original automated decision (previous to the new feedback removal system recently put into place where an actual person will review all requests through seller help center) which said it was ineligible for removal (it may be because i chose the wrong reason for requesting removal originally?)? i chatted with a cs agent the other day and they said it was eligible for removal, but that they didnt know how to remove it. strange? they said they would put in a back office request for me and someone would email me about it but surprise, surprise...no one from ebay ever got back to me...how can i follow up on this?

I see no negatives on this account.
Without seeing the actual wording of the negative, we cannot comment on whether it is removable or not.

If by "new" you mean the just announced plan to improve the feedback removal system, at this point it's just a PLAN with no details provided other than a claim that going forward actual humans will be used as opposed to the AI operated system that has been in effect (but not at all effective).
Into your life it will creep

Have you checked your feedback? Was it removed?

yes, it was removed in the end. it just wasnt a very easy process in order to have it removed, especially since it was obvious I should be protected by ebays abusive buyer policy. FYI The feedback comment which was finally removed by CS said "Never received item. And I ordered it twice!". ebays abusive buyer policy states the following:
"Behaviors we don't allow
Don't demand something not offered in the original listing
Don't make false claims
Not allowed Not allowed
------>Claiming an item was not received when there is proof of delivery to the address on the Order details page (this is the one that applied to my particular circumstances)<------
Falsely claiming an item was not as described"
Should have been straightforward to have this removed but first the AI denied the removal request that I made through the ebay help center, then when i chatted with ebay's CS they said the only way to have feedback removed was through the help center and I needed to appeal the decision, but they didnt know how I could appeal the decision. Ended up reaching out to ebay CS again and first inquired if i was protected and then asked them to look into it for me. Thank goodness this CS person actually knew how to help me. (Why arent all agents trained the same?)
Long story short: I wasted a lot of time on something which should have been automatically flagged and removed without me having to even submit anything through the help center. I can only hope ebay has actually improved their feedback system & incorporated seller protections into the new version.

You are lucky, very lucky. I'm unsure how you got that CS to actually get this fixed for you as Ebay took away our right to appeal a couple months ago or little more. If the automated function to ask for a feedback removal has been ran by an AI. That is suppose to be changing, but Ebay has not shared when that may happen.
Take a look at this thread.

That would be to assume it will be better. Only time will tell us that. But even more importantly, we need them to give us the right to appeal back. It never should have been taken away in the first place.
