OK, click through all the "help & contact" until you get the option for "call back". Problem there is you will get an off-shore CSR that may or may not be able to help. Simple issues may be fine, but anything causing the CSR to go off-script can be..........................
or what is often helpful is to present your problem here without personal info for buyer or seller, and very likely that a buyers/sellers here on the community boards can provide some info or direct you to the place to get resolution for your issue.

You can click the Help & Contact link and drill down to your issue, then begin a chat and type "Agent", or request a callback if that's offered.
You can contact them via Facebook, X, or Instagram apparently (I haven't used any of those except Facebook before):

Or, best yet, ask your question here! The members on this board often provide better advice than any CS rep, though there are some questions we can't see the answers to because they depend on your account.

Type out your question and cut and paste it into the Chat with the eBay employee.
This will clear your mind about what the real question is and will also help the employee.
Try to leave out emotion and irrelevant details.
The phone clerks do not work for eBay. They are employed by a sub-contracted call centre either in Utah or the Philippines, depending on when you call.
They are undertrained and have little authority.
I have had good help from the Facebook Chat.
They are direct eBay employees and well trained.
Social media Chats are not fast. The clerk will take enough time to research your query. You can do other stuff while this happens by having two windows open on your screen.
It will be frustrating if you try this on your phone. Use a desktop or laptop.
