Hard to figure out what you are saying. If you listed for $200 and your selling limit at this time is $250, should not have been a problem.
What does "estimate price in market" mean, exactly? eBay does not really care if you are listing that $2K diamond necklace for $49.99.

i mean them show average starting bit 300$ but i start 200$

How, when, where does eBay show "average starting bid"?
Is this something new. I hope someone else will drop in and help you.
It's been a long time since I've sold here and have never seen the words "average starting bid".

Have you listed any other items in the past 30 days?
Sold or unsold.
Your monthly allowance is $300.
That can be ten $30 listings or one $300 listing.
If you have listed another auction earlier, which went unsold, that may be the problem.
That being said, it is not a good idea for a new seller to sell internationally.
It is not a good idea for a new seller to offer expensive /high value/high fraud items.
Remember that you have to ship those items with tracking and international air mail* shipping is expensive.
*Never ship Surface. You will lose your item and your money.
