I have a buyer who wants to make offers on several items and receive those items(after price negotiations) in one consolidated package. I am not 100% sure how to go about that. I have a couple ideas but not sure if they are in compliance with E-BAY rules. Any info would be greatly appreciated.

Each item's price will have to be negotiated independently. Usually one would just use the combined weight to calculate shipping for one item and then simply add the tracking number of that package that is mailed to all of the items.

This is what I did. I had them put their purchases in a shopping cart. I then took our negotiated prices and subtracted that from the original prices. I created a coupon just for him, which would expire in 2 days and sent him the coupon code. He paid, using the coupon and we both were happy.

You can go the coupon route or you can go the custom listing route.
I usually use the latter since I don't like playing around with Best Offer. Negotiate the deal directly with the buyer then create a single listing at the agreed upon total.
Send a link to the buyer.
I use the private option on these listings so that they are not accessible in feedback since the username is often included in the listing title (order for xxx) and the curious can't check out the details of the deal.
