eBay has a whole page dedicated to explaining selling limits and how to raise them.

It says "If your selling performance and sales metrics are strong, you may be able to have your limits increased". That sounds as if you need some sales first.

If its from this account you are posting on,  your account states you are located in the US.  There are many sellers here from Pakistan who are sellers.  You may want to change your location to the country you reside in.

You have to list some items first.  You have nothing listed and have sold nothing.  Why do you want to increase your limits?

In order to increase your selling limits, you have to actually list and sell.  You have done neither as far as I can see.  eBay wants you to prove you are a reliable and honest seller before they turn you loose with the-sky's-the-limit philosophy.

Per @dhbookds  's post and link you are allowed to sign up to sell on eBay from Pakistan.  Your addresses have to reflect where you are located as well as the items you sell, Seller accounts have a total of 5 addresses.  With regard to getting paid for your purchases you may have to create a Payoneer account to link with eBay if PayPal is not available in your country.  Below is a link to a page that has a number of links for Payoneer as well as some Q & As.

It may take some time to get the Payoneer account set up, they have a specific process to follow.
