I need to get credit from usps for a card lost in transit that I refunded

to a customer.

     How did you ship the item? If it was a postage class that has tracking and is insured you go to the USPS claims site and file a claim for a lost package.

If it was a "sports or collectible card" for which you used the eBay envelope  "ESUS tracking"  you need to file your claim here (scroll down until you find the blue button):
