I am a manufacturer of a custom led lights. I build into the product a 18650 3s1p 12v battery. the buyer can not get it out, well unless they damage it in the process and it is protected during shipping. yes, I know about the hazardous labeling for shipment. How can I sell these lights on eBay?

There may be some carrier restrictions you may want to look in to depending on how you plan to ship them.
I see LOTS of ebay listings where sellers are admittedly shipping lithium ion batteries First Class or Priority Mail.
I think it's a hard thing for ebay to police.

Yes, there are but these battery packs are built into the light. all I need is a un 3481 label stating it has lithium batteries installed inside the product. I just don't want eBay to pull my seller's account because I have a product I'm trying to sell with a lithium battery. I just want to be safe than sorry

I wouldn't dwell in the listing on it having a lithium battery inside. I don't believe eBay cares anyway, but you don't want a bot to think that you're selling lithium batteries in bulk or something like that, in case that does trigger something that your listing doesn't actually violate.
Just label your shipment in the proper manner when the time comes to send it out.

eBay does not have any restrictions on selling items containing lithium batteries.
The current USPS restrictions on lithium batteries (from late 2022) mean that for products where the battery is not user accessible there are no restrictions even for Alaska. There are limitations as to the "size" (weight, #cells, capacity etc.), I doubt that a single 18650 12v pack would be any issue.

Your Titles lack keywords, the more keywords you have the higher the chance it will be found in search.
You have 80 characters to describe your item in Search results, use more of them!
