What error are you seeing when you try to list an item?
You are located in Sri Lanka. Have you opened a Paypal account and registered a credit card and bank account with them?
Have you linked the Paypal account to your ebay account?
Have you specified an automatic method of paying your seller fees?
The last time I looked, citizens of Sri Lanka could only SEND money but NOT receive payments. Has that changed?
