Hi, I'm a fairly new seller (< 6 months). We're in the midst of selling our existing home and purchasing a new home with more space to grow our selling business. Previous to the preparations we were very active in making new listings and in less than 4 months had more than 600 items on ebay. Then we stopped for a month for the new housing stuff, during which we dropped under 6 because we'd sold 50-60 items. We're at a lull today (sunday 3/21/2021), so we started adding a few things on our ebay site. We're well into March 2021, but we noticed we're being charged $0.35 for each new item we list and there's is no way we've hit the 200 free monthly listing threshold, so why are we being charged?

You really should read the "Fees" page, because if you check your invoice I think you will find that you have been charged 35 cents for 300-400 of those existing listings each month since they were listed.
Good 'Til Cancelled listings
Good 'Til Cancelled listings are fixed price listings that renew automatically once per calendar month. We charge an insertion fee and applicable optional listing upgrade fees when you list your item for the first time, and each time it renews. These listings count towards your monthly zero insertion fee listings. Fee amounts are based on the terms in effect when the listing goes live and when it renews.

You have 500 + active listings.
Any fixed price listings will automatically roll over once a month.
Each rollover counts against your free insertions.
Each time an auction re-lists counts against your free insertions.
Each new listing counts against your free insertions
... until you've used up the month's free insertions.
And then you will be charged.

You could upgrade to a larger Store on a monthly basis. It's a little more expensive than a new annual contract, but things are about to get messy.
Be ready to close down all your listings and your Store when the house closes and you are packing up to move.
I did that about five years ago, and you do NOT want to deal with online selling while that chaos is underway.
Here in Vancouver Island, Canada, the real estate market is booming. Seems people working from home are feeling constricted and are upgrading. How are things in your area?

Fixed price listings roll over every month on the same date as when they were originally listed, and when they roll over they use up one of your free insertions.
Each seller who doesn't have a Store subscription gets 200 free insertions per month. These can be used for new listings, for relistings, or when a fixed price listing rolls over.
You have probably been paying insertion fees on your excess listings for a few months, unless you had some special offer for extra free insertions.
