The language used in email communications from eBay is set by the country site you used to register your account. On most sites, I do not think the default language can be changed, but perhaps eBay Belgium does things differently; I do not know.
To receive emails in English, register an eBay account on an English-speaking country site such as ebay.ie, ebay.com, ebay.co.uk or ebay.com.au.
